He pointed out that 2020 should ensure the realization of pollution prevention and control phase of the goal.
"We must be firm in our confidence, stick to the same direction and not reduce our strength, and fight against pollution. Firmly establish the concept of the overall situation, in the multi-goals to seek dynamic balance, better service quality development. Li said we should focus on ways and means to highlight precision pollution control, scientific pollution control, and control pollution according to law, strictly prohibit "one-size-fits-all" and avoid simple and rough disposal measures. Adhere to seeking truth from facts, based on the most unfavorable situation to do a good job arrangements, with practical results to win the trust of the people. We will strengthen our sense of suffering, do a good job in preventing and defusing ecological environmental risks, and resolutely keep the bottom line of environmental security.
According to the introduction, the key contents of the work in 2020 include strengthening the protection and restoration of the ecosystem, improving the monitoring and evaluation system of the ecological environment, and constructing the ecological environment management system, and so on.
In addition, the guiding opinions on the construction of a modern environmental governance system will be put into practice in 2020, including the formulation and implementation of the list of responsibilities for ecological environmental protection of the central and state organs, the establishment of a comprehensive administrative law enforcement system for ecological and environmental protection, the full coverage of pollution permits for fixed sources of pollution, the support of the National Green Development Fund, the strengthening of publicity and guidance on ecological and environmental protection, the acceleration of the construction of "big platforms, big data and large systems" for the ecological environment, the rapid and proper response to environmental emergencies, and the strengthening of international exchanges and capacity-building for compliance.
